Hands-on Professional Practice

Every trainee will receive real hands-on practice in working at heights, including selecting and using equipment suitable for the specific type of high-altitude work.

Basic High-Altitude Work

Foundation training covers new high-altitude work basics from the ground up until trainees have a correct understanding of how to work at heights.

Using Fall Protection Equipment

Trainees will learn to wear personal protective equipment (PPE) and how to select and use various types of fall protection equipment appropriately.

Practical Assessment

All trainees will be tested on their high-altitude work performance and their ability to select and use equipment correctly according to international standards.

- Anyone who needs to work at heights of 2 meters or more must undergo training to understand the dangers of working at heights and how to work safely.

- Employers or supervisors (such as main contractors or contracting party supervisors) must ensure that safety training for working at heights is provided before work begins.

Working at heights is inherently dangerous, and raising awareness among workers is crucial. This begins with training to impart knowledge about safety risks and emphasizing the importance of adhering to safety measures. When workers receive proper training and understand the significance of safety practices, it fosters a culture of safety in the workplace.

What is working at height?

Ministerial regulations establish standards for managing, handling, and executing safety, occupational health, and environmental practices in workplaces prone to dangers such as falls from heights, inclines, falling objects, collapses, and falling into containers or material supports. In 2021, a definition of working at heights was provided as follows:

“Working at heights” means working in an elevated work area from the ground or building floor, starting from 2 meters and above, where employees may fall down.

Working at heights refers to working in areas elevated from the ground or building floor level, starting from 2 meters and above. Employees may fall down in such circumstances.

When talking about heights, one may think of climbing up from the ground. However, it’s essential to remember that even if standing on the ground level, falling into a pit 2 meters or more deep is also considered falling from a height.

What are the requirements for working at heights?

The Ministerial Regulation has established standards for managing, organizing, and implementing safety, occupational health, and environmental practices in workplaces prone to dangers such as falls from heights, inclines, falling objects, collapses, and falling into containers or material supports. According to the regulations issued in 2021:

 

“Section 2: Employers must establish regulations and work procedures to ensure safety in working at heights, on inclines, in areas prone to impacts, falls, or collapses of materials, and where employees may fall into containers or material supports. These regulations must include at least the identification of potential hazards, work planning, and hazard prevention and control. Employees must be trained or briefed before commencing work, and employers must ensure strict compliance by providing supervision. Additionally, copies of training documents must be kept for inspection by safety officers.”

 

As per the aforementioned legal provisions, it is mandated to have regulations and safe work procedures for working at heights, and employees must be trained before commencing work. This implies that if an employer wishes to have employees work at heights, they must provide the specified regulations outlining potential hazards, safe work procedures, as well as measures for hazard prevention and control. This can be accomplished through Job Safety Analysis (JSA) training provided to employees or by sending employees to training sessions conducted by legal entities authorized by the Department of Labor Protection and Welfare. Moreover, documentation of completed training must be maintained.

Employers are liable if they require employees to work at heights without proper training, as per the Occupational Safety, Health, and Environment Act of 2011. Failure to comply can lead to accidents and falls, highlighting the importance of training and enforcement of safety measures by employers.
